Planet of Water

I was reading Genesis chapter 1 and I was struck what was said about water on the planet. It sounded like the earth was all water at first. But verse 1 says the earth was empty however, it mentions darkness over the oceans. And the Spirit was hovering over the water. Why did the Spirit hover over the waters?

God made part of the water skies and part of the water seas in verses 6-8. Verses 9 and 10 tells us about the creation of land and the seas. God created creatures for the the seas, as well. Also, before the flood there was water under the land to water the plants since there was no rain. 71% of the earth's surface is covered by water.

This just made me wonder.
